Snidely Whiplash (Alfred Molina) uses this to 'plant' gold in the waters to make the townspeople think that there's actually gold that can be found in them but he doesn't use it to kill people.

One of Whiplash's henchmen is seen with a full-size Uzi guarding the territory where Whiplash is having gold shipped and he later arrives.
