My understand is that petty criminals use weapons that are available, as most handguns on the street are taken from home or guun stor robberies. In the book that this film is based off, the DVD contained evidence against a crime boss whose influence spread across the West Coast, and he must have some people in the FBI on his payroll, which would explain how the crooks got their hands on that high end weaponry and FBI equipment. -500Magnum
