Senator Robert Dilly (John Aprea) is one of the chief supporters of this system and in fact a tool in hands of Rounds (Joseph Ruskin), the ruthless head of Cybercore corporation that created Trackers. Dilly's bodyguard, Secret Service agent Eric Phillips (Don "The Dragon" Wilson) learns too much about Dilly's and Rounds' plans so he is framed with the murder and now is chased by Trackers. Eric has to team with a rebel group known as Union for Human Rights. Together with journalist Connie Griffith (Stacie Foster) he stands against the corporation.
