I've got a video [https://www.youtube.com/watch?v=SJGIb2LI8dU here] claiming that the weapon is actually named the "LPO-97"; according to the person who posted said video (in the comments), the LPO-97 is the military variant, and the GM-94 is the police variant (equating it to how the HK69A1 has a police variant called the "MZP-1"). :LPO-97 (short for "Lyogkiy Pekhotniy Ognemyot" - Light infantry flamethrower) is a not exactly the same weapon as GM-94 but its very close relative (about 90% similarity). Externally both look the same.
